PAY IN THE NAVY,
At the time, goine mouth or so ago, when the telegram.came through giving an outline of the scheme for improved pay in the Navy we expressed the conviction that the proposals, would meet with general approbation. This opinion is amply borne out in the Home papers to hand; there is, from all quarters, a chorus of approval at what Mr. Churchill and the Second Sen Lord (who is responsible for the personad of the Navy) have decided upon. What is much to the point is the fact that these expressions of satisfaction aro not confined to what in this connection may be termed the lay Prose-experts who know the subject from top to bottom are one with the others in the warm reception given to the resolves of the Admiralty.
