This disclosure, we are still convinced, the Chinese or some, of them are in a position to make, The, Government would then be en- abled to get at the root of many evils which hamper the adminis tration of the law and peaceful enterprise and the Chinese would be well advised, in their own im- mediate and future intereste in this colony, to tell all they know.

In the event of the Panama Tolle question being referred to The Hague, we suppose the Tri- bunal would be constituted of one British jarist, one American and one representative of a neu- tral Power, and for President Taft, once the Chief Judge of the Supreme Court of the United States, and hitherto regarded as A etaunoh believer in The Hague Tribunals, to be now revealed 88 one doubting their absolute impartiality is, to say the leaset, somewhat startling, and is a blow to the hopes of men who dreamt of the establishment of an Inter national Court at The Hague on which the Powers of the entire world would rely with confidence. for an impartial judgment upon the disputes referred to it for authoritative settlement. It in not at all obvious that the sort of Court President Taft suggests for the arbitration of the Panama dispute namely, an equal num ber of American and British citizens would be free from the objections the President is stated to have advanced against The Hague tribunal. į

The Hague Tribunal was es tablished for the peaceable settle. ment of such questions as are aader discussion, and therefore to ignore it on the grounds put forward by President Taft seems to us, and doubtless to others, to be, to say the least, inadequate. The President says in effect that if the rantter were submitted to The Hague Tribunal that body would be affected by the "antie American moral pressure" in consequence of Europe's interest in the question. It is rather a sub le point, and one upon which it will be very difficult to ar- rive at a satisfactory conclu sion. In the first placé should like to say that it indicates distrust in the im- partiality of The Hogue Tribunal, which is a grievous and regret table imputation to make, for once such an idea is accepted it cannot hat be damaging to the funda mental purpose of that body; as impartiality must be its very life. essence, if we may so term it. It will also practically limit the fanotions of the Tribunal to European causes and, indeed, to cartailing instead of extending the beneficent principles apen which arbitration is found.
