South China Morning Post,

The Pollard System In China the curse of alcohol is hardly so widesprent me in Europe and America, but there are other incentives to the com- mission of arintie which are per haps se fruitful as strong drink in the Occident. If the advant- | ages of the Pollard system were once recognized in principle, there would be no reason why it ahould not be tested at least for those minor offences which entail such a barden upon the jadica- ture of all countries and help to keep their prisons crowded. The hardest task devolving upon the oriminologist and legislator un- deniably is to keep the balance aven as between the one extreme. of, in affact, torturing and the other extreme pampering the oriminal.· ́ The first is authorized brutality and the second sickly sentimentality. The fact that it is precisely those countries which harbour the most ferocious penal 'systems that are the greatest hotbeds for crimes of violence should certainly afford Chinese | lawgivers food for serious thought.

Daily Press.

The Pitman Centenary. It has to be mentioned, how ever, that phonography is not written to-day as it was originally. It has grown by auggestions from the thousands who have practised: it and do practise it, and the re- sult is a system for exceeding, in completeness and utility, anything the inventor could have hoped for at its first pablication. Moreover, its adaptability is a great recom mendation, and most writers make outlines to suit themselves, while not departing from the system. It is only fitting that the memory of the man who gave such a great gift to the world should be honour ed as it is today. A centenary meeting is to be held at Bath where an address will be deliver ed by Mr. Alfred Baker, anthor of the standard life of Sir Isaac Pitman. A bust of Sir Isaac în to be set up in the Town Hall at Trowbridge, the town in which he was born. The in- habitants of Wootton-under- Edge are placing a table on the house in Orchard-street where he resided at the time ho was in- venting the system. A centenary banquet is to take place in New York, when many prominent educationaliste of the States will be present. The American com- mittee also propose to isane a centenary souvenir, engraved in shorthand and illustrated, con" taining a biography of Sir Isaac Pitman. The world certainly owes a great debt of gratitude lo the man who gave to it a system of shorthand writing which has brcome so invaluable a cog in the wheel of progress.
