The Tibetan Questi, n... Sir Edward Grey's reent dia ment in the House of (mman that no reply to Sir John Jordan note of August 29th last has Ye been received from the Chines Government shatters any hope that, may have been formed a China recognizing the indepen dent status of Tibet, and prove that Chan Ping-chan's statement B.. to the grant of internal autonomy was mere window- dressing. Sir John Jordan' memorandum, it will be remem bered, took the form of a pretest against the attempt to dragoon Tibat into becoming an integral part of the Republic; it maintain, ed that China's position vis-a-vi Tibet was that of suzerain; an made it plain that Great Britan would be compelled to rege aeriously any further attenfpa the part of China to subvert th position established by the Treat of 1906. Suzerainty is, it is true, usually interproted very dif ferently by each of the two Staten bound by such a relationship, and it is doubtful how far the term applies to the loose and undefine historical relations between Chis and Tibet. The Treaty of 1908 however, coupled with the 190′′ Agreement between Great Brita. and Tibet, loaves- no reasonab room' for doubt as to the positio in which it was intende to place the two countries with regard to each other; Tibet was to be free in her internal admi istration but all her foreign intercourse wai, to be effected through and superis ed by China-that is to say, relationship between the countries trafico, be much the sam au that between Afghanistan and the Government of India.
South China Morning Post,
The Conquest of the Air. Meanwhile men of the type Count Zeppelin continue to exceptional, and their achist mente in the empyrean keep the newspapers busy. But that the latest performances of the L. K mark an epoch in the progress of aerial navigation even the least imaginative can hardly refuss to concede. No more doubt can ex- ist, we are told, that the patrolling of the English coast and the re turn to Hamburg, or ́s reconnais *ce flight along the French. mobilization routes to Paris and. back to Cologne, would only be a normal manoeuvre for such air ships In the light of these facts it is rather staggering to conjare up a mental picture of the things that might happen in the event of a war between Eng- land and Germany.

Massacre of Lepers.
The affuir seems to have been singularly brutal in the delibera- tion of the arrangements, and while we deprecate anything apr proaching interference in matters that concern China alone in her internal arrangements and have no direct efect upon others, we arë, nevertheless, of opinion that a protest from Foreign Authorities and influential bodies might have at least the effect of letting the officials implicated in this stroom know that such a crime is looket. upon with horror by all Foreign-
ors.
Such action would probably prevent a recurrence of such bard barism in other parts of China, No matter from what point of view, moral or scientific, Chinese authorities may view their trea ment of lepers they should be in- formed in clear and emphatio language that such an atrocity as is under discussion places them without the pale of civilization, We trust that prompt and effective. steps will be taken to convey the disgust of Foreigners at such a disgraceful proceeding as has just taken place at Nanning
