The international situation of to- day is not the international situa- tion of to-morrow, and although the treaties and alliances of the moment may appear to provide a guarantee against Japanese, or Chinese designs upon Australis, political exigencies some years hence might easily orests an entirely different state of affaira such as would leave one or both of those" Powers at liberty to pursue an 'independent policy towards their southern neighbour. Australia is thore- fore amply justified in endeavour- |ing to establish a navy for her own defence, and în her case, the aburdity of associating the idea- of aggression with the plea for armaments pats her statesman in a stronger position than those of Earopo. In this regard her need is obviously greater than that of Canada, whose territories are never likely to offer such a temp ting bait to either China Japan..

Essence of Japan's Policy. We are somewhat astonished to read that the Prince "insisted" that the Alliance with Great Britnin "had not suffered the slightest diminution," for so far A8, we know, there has been no canse that might have suggested the necessity for any fear on that score, unless, perhaps, the irrita tion felt by some people because of their belief that Japan, being allowed to participate in the coast srade of India, should thus extend aaimilar privilege to British vessels with regard to the coust of Japan. The point, of course, is conclusively settled by calm consideration of the respective fiscal policies of both countries. The Prince's statement that he and his colleagues were pledged to a policy of retrenchment, which was also to be applied to the Army and Navy, will be welcomed by the Japanese, as it is indubit able that they have long since concluded that they are too heavily taxed, and that retrench- ment, particularly with regard to the Army, had now become an imperative necessity.

Japan's Policy.
Prince Katsura'a statement of policy shows an appreciation of the financial situation which coin- aides with the views constantly boing voiced in commercial circles. He not only rejects the demand for the increase of the garrison in Korea, but he calls a halt, too, in the expansion of the Navy under the existing pro- gramme. We gather from Japan- ose sources that no reduction of Laxes is immediately contem plated and that the object of the Government will be to maintain friendly relations with all Powers, and to keep constant- ly in view the necessity for steadi- iy reducing year by year the heavy burden of national debt. It is a sane and statesmanlike policy, and although public ex- pectations of relief in taxation are disappointed it will not, we imagine, be difficult to reconcile the nation to bearing yet a little longer the present burden in ordor to reduce the national debt, so that a reduction of taxation when it comes will have some prespect of permanence.
