It is, in our opinion, prapes- lerous to say of any thing in con nection with this question that it "establishes pretty clearly the political character of the boycott. There is also no clear evidence of anything approaching organiza- tion. This we have pointed out before now; and we see no reason for endorsing such a view on the ground that the Boycott still vigorously persista. Intimidation and organization are two different things," and it does not neces- sarily follow that the almost certain presence of the former indicates that it regults from the action of the the latter.. If intimidation is actually being. enforced, the probability is that it is the indirect notion of the Rickaba Guilds together, perhaps, with that of the Launch Owners' or Airers. We agree with the view that the origin of the boycott may rest largely with the money- changers, and it is not improb- able that they still take more than a casual interest in it.

The Oplum Question. Though the Agreement is very badly drawn up it nevertheless seems to us to give an incon- trovertible guarantee that all the opium which is entitled under the Agreement to admission into China shall enjoy an unrestricted sale in any province until the cul- tivation or import of native opiam into that province has been of- fectively suppressed. By Article III. the British Government has given an undertaking that "Indian opium shall not be conveyed into any province in China which can establish by clear evidence that it has effectively suppressed the cul- tivation and import of native opium." In the provice of Anhui, ss is stated above, the Indian opium merchants alleged that Bureaux were being set up for selling opium, ie, native opium, the import of foreign opium being prohibited. The Governor of Anhui deolared this statement, to be false. If so obviously the correct course was to invite the investigation contemplated by the treaty and if he could furnish: alear evidence of a total suppres- sion of traffic in native opium then he was entitled to call upon the British authorities to fulfil their." part of the bargain. He did not do this, and we may feel confident that the British Minister has not demanded an indemnity without having the clearest proof that it can be justly claimed...
