The Tokyo Marine Court, which has been inquiring into the cir cumstances attending the sinking of the Japan Volunteer, Fleet steamer Umegaka Mora in the Bakan Straite during the storm of September 23rd. was expected to announce its finding on Saturday, the 14th, instant. According to the "Chugai Shoyo," Mr. Miya saki, the Procurator, at the hear- ing on the 8th instant declared that the notion of the Captain and other officers of the Umegake- maru in leaving the steamer with out giving any particular instrao tions to their subordinates to take charge of the steamer was bot blameable, since such practice was usually followed by seaman in general. That the Captain and other responsible officers should leave the steamer, in dis rogard of the official storm warn- ings issued at the time, was not s grave offence; and the notion of the carpenter, whose duty it was to look after the port-holes, in not shuting the port-boles at the time of the accident must not be taken seriously, seeing that a carpenter had no particular knowledge of maritime affairs. The Captain, the First and Second Officers could not, however, be relieved of all responsibility, and should be dealt with in adsor- dance with Artiole II. of the Disciplinary Law. The Third Officer, Nagahiro, and the First Engineer should, he argued, be released.
