The Chinese Propensity to

Boycott,

No nation can possibly elaim to be great, where boycotting in a general propensity. Among Wes- tern nations it is a species of re- taliation that is rarely adopted except by the lowest strats of society; and it is almost invari- ably promptly auppressed by the authorities. There is only one thing which acems to justify boy- colling between nations and that is the fant that actual hostilities liave broken, out between, them. When of a purely local nature it is never justifiable, and it is the duty of the authorities to suppress it as soon as they deem such a course practicable. One invariable concomitant of boycotting is that it is as likely to inflict as much injury upon those who boycott as upon those boycotted. For example, in the present Tramway boycott is it likely that the icksho coolies are carrying their fares as cheaply as do the fram cara?. In boycotting. Russian merchandise or anything else Russian, what are the Chinese doing but curtailing a market and consequently raising prices?

"A Word of Advice. The talk of boycotting Russia out of the loan proposition will do China no good at the present juncture. This nonsense, togeth- er with the attitude of hostility towards the Ross-Chinese and Hongkong and Shanghai Banks, not to mention the ill-advised con fuct of the Chinese in Hong- kong at the moment, had better cease abruptly. Otherwise Chiua cannot hope to retain the sympathy or win the financial support and recognition of the powerful nations who, un'edly, are do sirous of lending the new Re- public a helping hand. China would be well advised to impart a little sincerity and good-feeling into her intercourse with for- eigners. China's true friends are deeply concerned as to her lature, and would gladly help the Re- public out of its difficulties, but much-needed reconstruction is greatly retarded by the follies of her own people.

China's Need. What we question in particular, however, is not whethor it is botter to employ men of the old sobool or of the new, but whether it is really necessary or desirable to retain the army of territorial officials-Prefects and Magist rates of various grades-that formed such an essential part of the machine of

government under the Manchu and previous dynast- ies. The "general utility" official of the type of the District Ma-. gistrate jaont of placeinamodern, selfgoverning State. What China needs is specialista in the various departments of administratione law, finance, education, and so on: the general government and management of affairs in each district would not then present very onerous tasks, and might well be left in the hands of the people themselves. Local self- government is a thing that the Chinese have always been sc- quainted with to a certain degree, and all that is lacking inthe proper machinery. In a country that is preparing for parliamentary rule this should not prove a serious obstacle, and if the inhabitants of a town were allowed to take part in the actual management of the affairs of their town, it would do for more to convince them of the change of regime than will the elections that are taking place for a Parliament that will sit in Pek- ing and whose acle and delibera tions will mean nothing to an ha tants of the land, immense proportion of thei
