Preserving the Peace. Every cent that the Tramways Company has lost can be recover- ed under the proposed Ordinance.⠀ There is not the slightest doubt that, unless the boycott comes quickly to an end, the Govern- - ment means to indemnity the resultant loss at the expense of the boycotters. And yet there is call for the greatest caution. However just the Government way attempt to be in its appli- cation of sach a law, the inno- cent may suffer with the guilty. In order to avoid the penal- ty, Obinese British subjects should therefore realite as quickly as possible that it is up to them to offor ungrudging support to the Government. And the best way to support the Government will ". be to disclose the names and whereabouts of mischief makers so that the latter may be dealt with according to the law. The question asked in the South China Morning Post last week. Who governa Hongkong?-has been speedily and emphatically. answered. No Chinese dictator- ship is to be tolerated here. Patience has been exhausted. The Government means business. The strong hand is asserting itself.

The Tramway Boycott. We are aware, in fact, that three or four editors of local. Chinese newspapers have received anony- mous letters threatening them with death on a repetition of the "offence "of pablishing a com- munique from the Registrar- General on the subject of the boycott. These threats have been" incidental to other difficulties of the kind in the past, but we con- not recall, at the moment, s Bingle instance of a threat of this nature being carried cut or attempted to be carried out. We doubt very much whether the conduct of the whole Chinese community is governed by fear inspired by threats of this charac- ter, anonymously made maybe, by a single individual. If there is in existence any organised bady directing the boycott the fact must- be known to the Chinese, and it would be the obvious duty of any law-abiding citizen to denounce it to the Governing authorities of the Colony: There is no resist- ing the conclusion that if the leading Chinare of the Colony had been in entire sympathy with the Government of the Colony in upholding the right of the Tramway Company to refuse all other but the legal currency of the Colony, the boycott would have been ended long ago, It has, in fact, been maintained for three.. weeks, and during the whole of that time it has been a rare thing. to see a Chinese passenger on the care, whereas before the boycott thousands travelled on the cars daily. Only one construotion can be placed upon the facts, and the legisintión which the Government proposes to introduce seems a fensile and practical meaus of coping with the situation.
