While the consɑs, again, shows a decrease of 8,177 foreign #EB- men, there is a large proportionate increase of 3,880 colonial seamen, and this is slated "to be mainly canced by 3,459 Reamen of Chinese race, whose birthplace recorded, na Hongkong or the Straits Settlements." This item is of peculiar interest to us in this colony, for we are so familiar with the Chinese seaman and in eastern waters at any rate would be a calamity were we to be denied his services. At home, of course, he has to pasa or ovade the language test either of which he would manage, by some means. When we review. the whole situation, and note the gratifying fact that the propor tion of foreign officers in British shipa has further diminished, we cannot but echó the hope so often, expressed that the conditions of labour, and of life at sen, will be readored more attractive to young |Britishers so as to induce them to take up and follow that calling. which has ensured for dar empira the proud position it has occupied for generations as Mistress of the Seas.
