Opium Regulations. The difficulties of the merchants are further increased by the fact tlint uncertificated opium is ing its way into the country. Substantial profite, sunning into lakhs of dollars, are made from this source, as will be seen from." the fact that at the September auction uncertificated opium was sold for Its. 1,825, while certi-" Scated opium fetched Rs. 5,450. Much of this uncertificated opium is shipped direct to Ma- vao, where until two or three years ago the import of opium was only 200 obeste a year. Now the average împort is 200 to 250 chests a month. Where is. this opium going? It certainly is not consumed in Ma- cao. Thus the Chinese market, which is assured the merchante by treaty, is not only practically closed as a result of Chinese offi cial action, but the little that is left is ruined by smuggling. As the business is recognised by formal Treaties to be a legitimate one, it becomes imperative upon malthe British Government to insist 6 upon these restrictive regulations

imposed by the Chinese autho ritics being withdrawn or else to sce that the Indian Government discontinuer the sale of opium for import into China. The mor- chant shenld be protected.
