But for the effectual manner in which the Police coped with the various bands of disorderly Chi bean who gathered about Des Voeux Rond on Tuesday evening it appears that considerable riot- ing-possibly worse would have occurred.The Police officials are to be congratulated upon the firmness they displayed and upon the success that attended their methods, which appear to have been perfectly adequate. Such disorderly people must be tauglit that their mischievous manner of expressing a grievance will not be tolerated, and that the riotons conduct which they are too prone to indulge in on the slightest ocension wi

While we have never question, ed the purity of the police forcet believing that on the whole i is as satisfactory as can reasonably be expected, with the exception perhaps of isolated cases among the Chinese and Indians, and while we readily admit that the European members especially ara zealous officers, we have never- theless held the opinion that too much has been expected of them. For instance, we have 6 pointed out that European residences with open doors and open windowe could hardly hope to escape the attentions of theives and burglara. Then the difficulties of capturing criminals when the means of escape by land and 68a are so numerous and so easy, have to be borne in mind, as they certainly add to the work of the police force; and neither should it be overlooked that hordes of known criminala, who have found Canton and Macao too warm for them, have come to Hongkong for shelter and with the hope of resuming their nefarious practices. These special difficulties, added to the ordinary requirements of the Colony, in our opinion justify a larger police force than we have at present, We know that the Government does not share this view, and considers that the force. with the increases proposed will be adequate.
