It had been generally expected in the Colony that the post would. have been offered to Dr. Bell, who Rucceaded Dr. Atkinson in 1896 as Superintendent of the Govern- ment Civil Hospital, and as Medi- cal Officer to the Small Pox Eog- pital and to the Government Lunatic Asylum. Moreover, Dr. Bell bas filled the acting appoint ment of Principal Civil, Medical Officer for four periods, during the absence of Dr. Atkinson from the Colony in all a period of about three years and this fact alone gave him strong claims to the substantive post on Atkinson's retirement. We un- derstand that Dr. Francis Clark, the Medical Officer of Health, who has been in the service of the Colony since 1895, was also a candidate for the promotion. The Colonial Ofice, with whom the appointment reste, has appointed a gentlemen from one of the African Colonies who is junior, we understand, to both of the local candidates.
