FAILED TO APPEAR. Mastar of a Trading Junk Explains.

This morning at the Marine Magistrated Court, before Com- mander U. W. Beckwith, B.N., P. O.Evans charged Ho Shap, master of a licensed trading junk with anchoring in a prohibited place, Sulphur Ohannel, in the colony, on Nov. 24.

The case came on yesterday when defendant, failing to appear, had his bail forfeited. "Defendant applied to-day for

■ rebearing, explaining his non- sppearance yesterday, by stating that he thought the case was to come on to-day.

He pleaded guilty to the charge, and said his rudder having broken, he was forced to ansbor where he did. He forgot to tell the police at the time.

He was fined $10, or in default imprisonment for one month with hard labour.

Mr. Hoggarth them went to The Central China Famine Re-make arrangements with Mr. lief Committee sonde us a copy of the report and accounts from October, 1911 to June 30, 1912. The Committee in a covering note points out that although many lives were saved and much useful work was done, they consider the present method of famine relief:

utterly inadequate.

The Committee remind the Chinese Government and the public generally that another famine is almost certain to accur in the near future, unless im- ml'ate steps are taken to begin the river conservancy works, by which alone it can be avoided.

Mr. Lewis asked for Saturday to be fired and bail to be allowed. Bail in $50 was granted and the hearing of the case fixed for Saturday at eleven o'clock.
