Russia and Mongoliae

Judging from the telegraphiq intelligence which bas emanated from St. Petersburg during the past few days, there would seem to ba na prospect of Russia" re treating from the position she has taken up, but it is no less evident that China will not quietly yield. We note that the Ministry of" Communientions has just been instructed by the Cabinet to-ob- tain toaders for the establishment. of wireless telegraphic stations in Urga, Ulisutni und Kobdo in Mongolia, as well as in Chiamdo, Batang, and Lliusa in Tibet. The announced object of this is "to enable prompt and reliable in formation to be obtained regard ing the progress of current affairs in Mongolia and Tibet." The real meaning of it is obvious. Russia's recognition of Mongolian independence, as the first step towards annexation, will be a sore which will rankle in the breast of the Chinese patriot, and we may be sure that the military energies of New China will be bent upon. avenging this blow to her patriotic pride.

The conviction that Japan is, if not a land of the gods at least a land of demi-gods, was quite seriously vo ced by a certain English writer 'uring the Russo-Japaneso wor and while no doubt this conviction did not win universal acceptance, thanks

a feeble flicker of sanity still surviving in obscuro corners of the earth, there is still in vogue among emotional writers the practice of holding up Dai Nippon. as a bright exemplar of all the ethical virtues. Thue, when the renowned poet. of the Sierras, Joachim Miller, wished to illus trate the advances of national temperacies, ho pouned on ode to the Japanese of whom he said, ia an outburst of admiration and doggerol. The one man this from pole to pola who never knew the flowing bowl slate- ment which is not only, as already intimated, bad as poetry, which might forgivon, but false fact, which is unpardonable.

In that one wretched couplet the venerable Joachim gavo him- self away; he showed clearly that he had never been in Japan, especially at New Year's time, when the bowl is called upon to do quite a little flowing in s quiet unobtrusive fashion.

Sir John A. Macdonald, a mem- ber of the Metropolitan Road Board, and a great authority on roads has, wa learn from "Engineering," been praising the authorities for the improve- ment of the Thames Enbankment, which he said, was once the worst road in the country. It was RO bad that traffic preferred to crawl, round by the Strand and Fleet street rather than make use of it, so that it presented a most desol ate and deserted appearance, Now, however, in one busy hour, 10,000 vehicles have bean counted as passing the Charing Cross Bridge.
