The New Order at the Admiralty
From the day that he became First Lord of the diniralty, says "Engineering," Mr Charo- Lili Hot himself to master the manifold duties of his great office, and devoted a large a mount of time at the Flome ports and on board many of our ships in commission, in order to become conversant with the work of the fleets under war conditions, and to come into direct conkaot with the officers of the Navy. Foll owing this, he, in company with colleagues on the Board of Ad- miralty, inspected the various | Royal dockyards and naval estab- |lishments, and now he has just completed visits to practically all privately-owned factories engag ed upon naval contracts. The tour has been more comprehensive than any ever undertaken by any First Lord of the Admiralty, and the result must be of great advon- tage to the Service, since Mr. Churchill is tho better enabled to weigh accurately the teonical advice given to him and to appre ciate the bearing of all sugges tions while the example he has set will be a great stimulus to all in fulfilling the idea of the new order.

Britain and Germany,
While, however, all the Gor man contributors to the authology are equally desirous of avoiding war, many of them make it quite clear that this is not likely to bo achieved by any sacrifice of the ambition for full and justifiable equality with England on the high seas." Only when this is permitted us, says Vice-Admiral von Ahlefeld, will there be a "dentente "between entente".

io derive from one or two of the German contributions the im pression that Germany's naval development is inspired by ag gressive designs, the general view is that it is imperatively called for as a defensive pre caution in view of Germany's economic and industrial progress, and that, as Prince Lichnowsky puts it, the army and the fleat are for Germany what a balance at the bank that procures him credit is to a private individual. The one-gratifying feature common to all the thirty or forty contri butions is the abhorrence in which the possibility of war be tween the two nations is held; but the Symposium shows that points of view are taken on either side of the North Son that appear extremely difficult of reconcila tion. It has been wisely said that the way to clear up a misunder- standing is to understand it, and friendly efforts of the kind pro- moted by Dr. Ludwig Stein should do much to bring about a batter appreciation of the points of viewi of the respective nations with a view to finding a basis for the limitation of armaments,

Peking. Mr. Archer has already contributed to the London press his impressions of Japan and the Japanese which are certainly many degrees removed from the Bloppy twaddle usually ladled out by sentimental and suscep tible tourists prone to accept the Japanese smile at its face value. Mr. Archer kept his head and was on the whole just to the subject of his remarke. But even from these it is evident that he is an uncom promising apostle of soap and water, and that he has scant sympathy with people who have little more than a nodding ac quaintance with those adjuncts of civilization, Consequently, the moment he realised that the capital of the Republic of China was ignorant of both public and
private sans, Uzdy hygienici
contrivances, he damned China and the Chinese beyond lo
redemption.
