It was not to be sup posed that the people throughout Uhins would part with their quanes with the same suddenneas as they have dispensed, with the rulers who set the fashion of wearing them; but there can be no doubt that the now fashion eot by the Reformers in the Treaty porta and in the Yamens of every administrative area in China will in duo time become inc. easingly popular, and, except in the re- motest and least enlight ned parts of the country, the next genera tion of Chinese will be a queue- less race.

But the allies reckon aleo on the political and economic disorganisation of an antagonist which has already bne war, if not two, on hand, and think that the whole fabric of Turkish govern- ment will fall to pieces from internal dissension if a few deter mined blows are delivered. So they have forced the fighting from the beginning, and hope to shake the Ottoman power to pieces
