Russia's Railway Policy. The real fact of the mattor, of course, is that the Russian Man- ohurian line was and remains ahielly a strategical enterprise. The same remark applies with equal if not greater force to the Amur Railway now in course of construction. The only differ- enco aims to be that, whereas some altempt was originally made
mask the fundamental object of the Chitose Eastore Railway, Railway is openly admitted, and the main purpose of the Amur that it will involve the State in heavy expenditures without com mensurate returns in an coonomio sense for many years to coins is univerally recognized by com- petent observers. It is therefore beside the mark to launch philip pics against either the Chinese Eastern or the Amur Bailway on the score of their commercial futility,

Education in the Philippines. Education in the Philippine is not confined to the "three R's," and it will probably be a surprise to most of our readers to learn that nearly 400,000 school pupils are engaged in some kind of in- dustrial work. We learn from a statoment published by the United States Department of Pablis In- struction that for the past four- years industrial instruction has been prescribed in the primary course for both boys and girls, and the work is systematically carried on in an advanced stage it the intermediate schools. Twenty-six well-equipped trade schools have been established in Manila and the variona provinces; there is & College of Agriculture at Los Banos, and a College of Engineering has been added to the University of the Philippines. The statement adds that the Filipinos take to the educational programme, industrial and other wise, quickly and profitably; and the civil Government finde its duties much leas onerous now that the military invasion of the Islands has been superseded by

system of education in the Philippines is based on the principle that the children should ressive training that will prepare them directly for the life.
