Assuming he be a Britishor, no-one, we imagine, can rise from reading the report of the Committes appointed to enquire into the questions of cost and delay in the erection of the Post Office buildings without a feeling of pronounced disgust and oven of humility. As Britons we are never tired of commenting on our prowess in the sphere of colonisation. We like to think of and ponder over our admitted successes along this line. And nobody who 'koops an 'observant eye on the world's development will seek to dispute our right to glory in the general outcome of the colonising genius of the men who have guided, and who still direct, the destinies of our mighty Empire. Bat it is not by such instrooss of Departmental muddle, confusion and stupidity as the circumstances associated with the building of Hongkong's Post Office that that proud record has been achieved. Thankful indeed mast we be to feel that here we have an exception to the general British way of doing things in the Colonies. But it is a humiliating exception none the less.
