much the same proferential posi tion vis-a-vis Japan on the ag sumption that China is more bitterly incensed against Japan than against Russia Undonbt- jedly the situation: bristles with difficulties which do not tend to disappear in the face of tlie un- derlying distrust and suspicion with whioh Russian and Japan regard each other. Neither Power is likely to act precipitately in deciding the question of annexa tion, but now that England has shown her hand in Tibet, it is? ovident that the last obstacle to annexation has been removed, and that both Japan and Russia oaa hurl their thunderbolta whon- over they are so minded.
