The Tibetan Situation o The handful of-Chineso troops |in' Contral Tibot cannot have been a controlling, factor in tho course of events; what is wrecking the Dalai Lama's chance of re- gaining his pontifical throne 18 his own unpopularity and weak- ness, and the dissensions among the lamas. Of those dissensions there has been no lack of signs. It is only a short time ago that the Abbot of one monastery was crucified and fourteen pro-Chinese, priests tortured and put to death and there have been many tales of lamasories held by one party against the other. These disson- sions have no doubt been helped on by the fact that China. Babsidizes (or did subsidizo until the revolution) the Tibetan regu lar troops and the three principal monasteries. The result of all this dissension and vacillation is that Central Tibet is moving to |wards anarchý, and the Dalai is realizing his inability to cope with the situation, though under la more capable and energetic leador tho patriotio Tibetans abould find no difficulty in over- coming or winning over their pro-Chinese brethren, and in.re- establishing Tibetan authority at Llinsa. This is not a question to which Great Britain can afford to bo indifforont.' As Sir Edward Grey said, in view of our Tibetan Conventions and the connection between Tibet and the Indian frontior," His Majesty's Govern- mont have a right to expect that |an effectiva Tibotan Government shall be maintained with whom they can, when neocasury, treat in the mannor provided by those two Conventions,"
