The Japanese Navy,

A survey of the Japaneto fleet our contemporary: (the “ Jiji взув,

reveals that not only muny of her drindured ships, forming the main strength of her navy," are almost obsolete, but their de signs are looking in uniformity, which foot renderé their sifatégio value as a fleet extremely smail. When the armoured ships now building are completed, Japan will and Herself in possession of a line of ships of newest pattern and of uniform speed and arma- ment; but their number does not yot reach the minimum necessary. "nless, therefore, Japan esta blishes a definite plan of naval expansion and sets to work in lead earnost, not only will it be impos sible for her to effect any increase of her power, but she will have to face a yearly retrogression. "This means that Japan is mov- ing against the world's current in the matter of naval expansion and sapping the very foundation of her existence as a modern Power, to say nothing of the in- evitable diminution of the offi- ciency of the Anglo-Japanese Allianco." Whether these opi- nions aro "inspired" and fore- shadow a new shipbuilding pro gramme for Japan remains to be scon, but we think it is by no means aulikely, especially in view of the recent decision of the Russian. Government to expend fifty mil- lion pounds sterling on naval shipbuilding in the next five

gone by and more so in the im- mediate past, had umple ground för dissatisfaction. The Directors, Jepressed by the weight of official interference, have never unitil now fally realised that they were xpected to devote fims and energy to the development of the business. They have all bloog. baer contented with what meà- sure of prosperity fell to the Com- pany, failing to grasp the growing need for expansion and up-to-date methods in the conduct of the business. This spirit, as a sun- taral sequence, seems to have iffected the branches and the staffs controlled by them with the inevitable resalt that cohesion, not to speak of co-operation, has become conspicuous by its ab senco, Only now that the share holders have been brought to a realisation of their position by Mr. Won has there been the slightest diaposition to locate the position in order to prevent the concern from drifting hopelessly into the shallows. It is indeed pitiful that a company so full of promise should have lost so much leeway, but it is not too late to re- store it to a condition of com parative comfort on the China Coast if maltors are firmly ad- justed by the right men..
