It is a grievance of the large opium merchants, as shown in a letter addressed by Hongkong firme, to the British Minister, re produced in our calming yestor day, that cheap opium is being imported into the Portuguese Co lony of Macao and the Chines0 port of Kwongchowan in quanti- ties far in excess of their fugitis mato requirements, the inference being that it is smuggled into Chins, owing to indoquate police control on the boundaries, and meaning opium not certified for since this "undertified" opium-

importation into China-is sold by the Indian Government st about half the price that certified Topium fatohes at the auctions, the logitimate merchants aro placed at an additional disadvan tage by the continuance of sach smuggling. Another proposal of the Minister of Foreign Affairs is to wire all the provinces to strictly prohibit the cultivation. of poppy and opium smoking. If we can baliove thỏ Chinese pas pers, telegrams of this nature have boon ropentedly dispatched to the provinces; and we can seeno reason why the latest should have' more effect than its predecessors. Thirdly, the Minister proposes to engage Mr. Thwing. as advisor, Mr. Thwing has been engaged by somebody to give, the Chinese Government and people advice gratis for two or three years past. Can it be expected that his in- fluence in the matter will be any the greater for being the paid servant of the Government ?
