The Dominions and Imperial Defence,
Whether or not the scheme sug- gested by the London "Daily Telegraph," by which the Over- Seus Dominions of Great Britain should take a larger share than hitherto in the naval defence of. the Empire, will have any direct effect, it would 1:0. hazardous to predict. Those in authority look rather askance at aucli proposals and affect. to treat them with good-natured indifference, as though they were based upon
"out- Bido information, instead of boing as they almost invariably are, founded upon the most sỬ- rious and weighty consideration of the actual facts. No mattor whether the scheme should mest with the approval of those alone who can give effect to it, tho. fact remains that it is admir- ably conceived, and one in which the Dominions Over-Soas would do well to consider care.'

For for 100 long a period have the great Dominions of the Empire left the burden of aaval defence almost entirely upon the shoulders of the taxpayer of the Mother Country. Of late yours, however,-and more and more is the feeling deepening, all loyal sons of the Empire are happy to note-the- Dominions have been realising their responsibilities as import ant parts of the Empire, with which feeling must coins the desire to show their willingness to accept their due share of the cost of the maintenance that the preservation of the Empire must necessitate...
Daily Press,
The Chinese Republic The characterisic apathy which leads the masses of this coun- try to accept existing con- ditions as a matter of course, and which led them passively to acquiesce in the establishment of ja republio, proves that there is no ardent sentiment of loyalty to the deposed monarch, or any other possible monarch, dominating the people; and as the educated men of to-day are largely in favour of the new regime, in spite of whatever personal jealousies they may oharish, possibilities, of a return to the monarchical form of government are therefore very remote. China, indeed, was never moro united than it is to-day. under the provisional republican government, with Yunn Shih-kai as its President. The old-time jealousies, differences and pre- judices which tended to keep separate the people of the different provinces still exist, but they have been worn down almost to extinction under the unifying influences at work. prior to and during the revolution. The Water Bupply,
Up to the present filtered water has been given to the public and will continue to be given, but the increased consumption has practi cally emptied Pokfulam, and it will be necessary for a time to fead the city from Tytam alone.
There is abundance of unfiltered water, but if the authorities were to turn this on it would probably create much more of an outory 1894 than the adoption of the other and wiser messure of shutting off the supply for a period osch day. By giving filtered water, the danger of an outbreak of slokness is lessened. It may be a cofnoidence worthy of note that the famine year of 1901 saw, thé, most virulent plague epidemio since the first outbreak of 18949 while the outbreak of this year- promises to be the worst since 1901
