To attach his signature to an issue of bonds for Manila Rail- road company, Mr. Manaing, the Insular Treasurer of the Philip. pinos, is to make a journey of 20,000 miles. He will go to Wash- ington and New York to sign his name several thousand times, says the "Manila Tiinas," and has made reservation on the Tonyo Maru leaving Hongkong for San Fran- cisco on Junod. When theso issues of bonds for railway con- straction are mado it is required by law that they bear the personal signature of the treasurer of the Philippine islands, without which they would be valueless.
