To-day's telegrams give start- ling news of a serious state of affairs in two hemispheres-in South America-in that botbed. of unrest, Mexico; and in that oqually perturbod quarter of tho globe known as Morocco. Though the places have this in commen that they have been for a consider able time past the centre of much bloodshed and warfare, there is the great difference between them that in the former place the trouble is brought about by the Mexicans themselves, while in Mo occo the upheaval is the re- sult of outside interference. The Moxicans indeed seem to be bren more volatile than our friends: the French in their desire for frequent changes of Government, with the rosult that scarcely a month passes bat to an amused world the nows is flashed that another outbreak has occurred in Mexico," to the effect that the position of the President has been usurped by the machinations of an ex President, who, in turn, is on- deavouring to counteract the alarming tactics of a fresh aspirant to whatever glory may attach to the. position of the so- called supremo control of Mexico. Unhappy, indeed, must lie the head of the supposed supreme authority of Mexico.
