The Home Rule Bill. -

Nineteen years ago Mr. Glad- stone attempted a similar gamblo and disrupted a great party, whom he drove into the cold slades of opposition for more julian a decado. Will that be the result of the present attempt to forec England to accept an un- palatable Home Rule Bill? Judg. ing by the temper of the average Englishman we should any that the result will be similar if the issuo is placed, my it should be, before tho constituencies in a gcuoral election. To-day, as nine- teen years ago, England is op- posed to granting Homg Rulo to Iroland, holding that it is morely a diamemberment al the United Kingdom disguised under specious form of words. The most progressivo nad flourishing portion of Ireland, the province of Ulster, is still of the Bame opinion as it was in Gladstone's day, and wo note from the summary of journalistic opinion cabled out by Router that it is mainly due to the ur- faltoring rigidity of the Ulster opposition that the Asquith ad- ministration outertains gravo Joars of ultimato defeat.

Daily Press.

A Valuable Suggestion. Dr. Sayee, Professor of Archwo- logy at Oxford, who is paying visit to Japan, has recently been reminding an audience that the British Musoum contains n record on papyrus of a successful strike by Egyptian labourers in Thebes for a higher wago 3,000 years ago. Whether the famous arches. logist thinks that in the agos to como Great Britain, as the. result of labour strikes, will como to bo

a country of merely archeological interest, for 60 as Egypt has been many centuries, is not disclosed. in the report of the lecturo we have scan. It is not given to any of us to ponotrate so far into the dim and distant future, and the mind is more profitably exer- cised is seeking ways and menna of preventing the recurrence of | such disastrous strikes. Many of the Home papers have devoted much space recently to opinions |on the subject, but extremoly few of them seem to posses any real valuo. "Russian mothods of Government" are never likely to succeed in Grout Britain, and the recognition of the principle of a minumum wage logislation, without reference to the laws of supply and de inand, is also futile, for as wo have indicated above, it must lead to the destruction of the commerce of a country and the source from which wages aro paid.

South China Morning Post.

IA

Home Rule. Ireland and Great Britain aro strategically and naturally one country. The loss of South Africa would not be irretrievablef it would provide nó fatal base of operations against any other por- tion of the Empire, while England could never, on the other hand, recover from the loss of Ireland. The one side claims that tho present system of government is costly, cufibrous and demoralis- ing, and that Home Rule solely means the management of purely

Parliament. The other side holds that the British Government is bearing a defloit of over two millions which "a. Nationalist. Ministry could not possibly face,

could reduce this deficit, while Mr. Redmond's aspiration to "drive English rule, sooner or later, bag and baggage from our country is still quoted as

reveal ing the underlying motive of the Nationalist agitation. So far, the debate has been practically devoid of passion, a feature which in specially noteworthy recalls the precedents, [and 1898,-
