Protecting the Reservoirs. It is with feelings of general- satisfaction that the Colony learns that Mr. F. B. L. Bowley does not intend to let his occupancy of a seat at the Sanitary Board prove an indifferent sincoure. His in terest in public affairs has ever been keen, and since he has been free from the responsibilities devolving upon a servant of the Crown he has shown by many lettore to the press that besides being an
observant
man bo is also full of practical euggestions for the good of the commonwealth. He has begun his career at the Sanitary Board well, for the series of questions which he addressed to the Head of the Department have formed the subject of much informal dis cussion of late among the com paratively few men interested in public affairs in this rather happy- go-lucky Colony. For on the whole the community is alrangely apathetic still despite all that has been said and written of recent years, and the averaga man is inclined to let the Colony govora itself through the Civil Servies without offering anything serions than occasional grumbling criticism, mostly of an inarticulate order.

The end of this week marks.... the end of the current Chinese year, and also, theoretically, of the Chinese calendar, though wo very much doubt whether, in a rentury's time, there will not be found persons who still reokon by the old system, just as in' re- mots parts of the British Isles one recasionally finds people who celebrate Old Christmas Day and Old Now Year's Day, in spite of the century and a half, that have alapsed since the Jalian calendar gave way to the Gregorian, In- deed, there are advantagós ab ut the Chinese lunar-solar calondar that would naturally tend to keep it from passing speedily into the limbo of outwora inventions. A glance at a Chinese calendar is enough to tell one immediately the age of the moon and the tima of its rising, and, correlatively," the time of flood and obb tides, all of which will be lost with the adoption of the Gregorian calon dar. As with every reform in China, the positive inertia of the vast bulk of the country will help to retard its adoption. Not more than one-tenth of the people can now know anything about the new system they are to adopt, and it will take many a day before the order establishing it pene trates to the remotest parts of the fand, and quite as many more be-, fore.
