The Miners'. Discontent/? Yet in the Midlands tb work- men, it is believed, in satis fed if they get an understanding with their employers which will ramove, the uncertainty inherent in the presont wage system as it applies to men employed in abnormal places; in Northumber- land peace would certainly ba restored if the men were given- a minimum wage rate of 30 per cent above the standard rates of 1879, and a wider measure of freedom from the exacting condi- tions of the thres-shift system; but in South Wales a settlement on such bases would be entirely anacceptable. In that coalfield, where there is only a single coal outting shift in vogue, wher wages are higher and work more regalar than in any of the other British coalfields, the workmen are demanding a minimum wage of 8s, a day for colliers, without any conditions at all necessitating on their part a return of efficient service. They have stated plainly that's solution" of the, abnormal places problem will not satisfy

them.

Surprising Developments. In view ofthefoot that at the out- break of the Revolution-the-Di- plomatic Body at Peking agreed to. discountenance any further loans. to the Chinese Government an to maintain an attitude of atri neutrality, the announcements that Japanese fins is advancing: money to the Revolutionaries and |a German firm lending money to

the Peking Government re surprising developments in the situation. There are two correo» tions to be made to the announce

ment made in our telegram yester- day regarding the loan arranged with Messrs. Arnhold, Karberg & Co. It was incorrect, or at least misleading,. to describe it

a Republican loan,” though the Government at Peking as well as that at Nanking appears now to, consider itsolf Republican." The loan apparently is made to the Peking Government, and a Berlin message published among our telegrams to-day states that the amount is £300,000, and not. three million sterling us reported by the Feking correspondent of one of the London newspapers.

Cherches in the Balance. Pastor Russell may be quoted."

It is not in our province to question or endorse bis teachings. We merely nots that he has adopted, original, or at any rate, unoustom- ray means of conveying those teachings to the ears of the people He is not adhered to the old stereotyped routine of Church and congregtion, and school and meeting and tea and concert And he seems to have won much ground. The words of another renowned preacher, the Rev. Dr. George, P. Eckman, of New York, are worth bearing in mind."Though I believe in a doctrinal ministry he said re CLEAN,cently, "I do not shut my eyed to the fact that “ the spirit Höf benevolence is stronger in wome [44 than the spirit of worship! In the complex conditions of life in this city the Churches are con fronted with new problems, and they must bring new ideas and methods to their solution."" this we agresif, för
