Workmen's Insurance in Germany.
Dr. Ferdinand Friedensburg, who lately: retired from the post of President of the Senate in the Imporial German Insurance Ofice, has published a brochure under the title of "The Praotionl Rosulie of, Workingmen's In- surance in Germany," which hould cause the public to pause, if it takes more than an academical interest in this sub- ¡ject. And wa. imagine that the average English or Soot ratepayer to-day does toko an interest in this subject, or else all the hubbub raised by Mr. Lloyd Georgo's bill would amount to nothing more than idle froth, But to return to Germany. Dr. Friedensburg booklet is really an amazing indictment of the sys- tom, though he professes that he has written plainly not with the. objoot of injuring his late service but for the purpose of pointing out grave ovils which call for re- mady. The gist of the indictment is that the Inagrance thes not had th effect contemplated, but has Instead demoralized and paporized the very classes it was intonded to help.
Daily Presa,
Japan Too Hager. Altogether the Budget Eati mates show a desire on the part of Japan to live within her means, and the suspicion that she has not been living within her means during the last few years is more or less confirmed. That there is any danger of Japan becoming bankrupt, however, must be at once denied. All the returns go to show that the trade of the country is at a normal levol, and if it does not show quite the same rasiliency as in past years this arises rather from the pressure pf high taxation than from any in- herent degeneration. The fact of the matter.seems to be that Japan was too sagor in her efforts to pay off the debt incurred by the war with Russia. Sho wished to cast upon a single generation a burdon which should properly have beenspread over two or three. Having once started on this heroic course, however, it is now | too late to recade. Any reduction of the Singking Fand would at once cause a slump in Japanes bonds and further injure her
