He(Wu Ting-fang) rather taunts Yuan with having to take exces sive precautions himself against assassination by men whose cause ho is advocating, and finally says Mhe adheres to his recommends- ton of Shanglu as the meeting place. Yuu Shih-kaj having repudiated the arrangements made by his plenipotentiary, Tang Shao-yi, the Revolutionary leaders are in a position of gravo doubt as to how matters now stand, and we gather that the position is that Wu Ting fang is now awaiting a definits reply from Yuan himself to two questions, viz(1) Whether he will agree, on behalf of his Government and the Throne, to abide by the decision of the National Conven tion, if it goes against him; and (2) whether he agrees to Buang, [bo hai baing the meeting place of

the National Unnvention. If un Batisfactory answers are returned on theso two points, a resumption of hostilities in inevitable, but the fact that these replies are sÓ long in coming suggests that Yuen, whatever his own opinions may be on these points, mast be combatting a deal of opposi tion in Peking and that the

good evolutionary leaders are pre- pared to make allowances for the difficulties of his position:
