The Building Ordinance. A common exonse made those who are too indiferent the welfare

of the community to take any part in public'allaire in Hongkong is that it is useless to contend against an official majority. The withdrawal of the contentious clauses from the pro- posed "Ordinance to amend Ordinance relating to Public Howlth and Buildings" tend to show that such an arg mont is not valid f

The clause in question gave a large discre tionary power as to the height of buildings; placed upon authoriz ed architects the responsibility of certifying that the requirements of the Building Ordinance "had been carried out, subject to a fino of $25 to be imposed by the Building Authority if it was found that such artifionto hid been given in error; and imposed a fine of $210 on any property owner who might think good to change his architect as well. na his plans. Those clauses were strenuously opposed by the Hon. Mr. H. E. Pollock in Council, and his opposition was backed by a letter published in the press and signed by the three leading firm of architects practising in tho Colony. The opposition had tho dosired effect, for the obnoxiou clauses wore. withdrawn: at the Inst meeting of Council, and the tho withiriwal of provisions Colony is to by osngratulated on

We have previously dealt with the reply made officially in the House of Commons to the question aris ingoat of the appointmentof Major [3) Chancellor to Mauritics. The Government was asked to say if there were no men in the Civil Service qualified and competent to discharge the duties of the office.
