few of months ago was in charge at Canton, says in his report on the trade at this centre during 1910: "Until the question of likin is disposed of in a way, that will not penalize the carriage of goods by rail, it is certain that commerce cannot derive any apei, preolable benefit from railway. extension. The day must surely come, however, when it will be obvious that, in order to admit of the railways earning a full return on the enormous sums invested in them, a readjustment in the pre- sent methods of inland taxation on goods in transit is indispen eable. The resultant benefits to bo derived from-such a reform- directly by the railways and in- directly by the trade, the Imperial revento sad the notion at large- aro simply immensurable, and would cover the present likin re- ceipts many times over." This is a gospel that has been prosclied for decades past, long before the era of railways in China, and when the last British Commercial Treaty with China was negotiated in 1902 the Chinese Government re- cognizing that the system of lovy- ing likin and other dues on goode CO., at the place of production, in transit, and at destination, impedes...the-free etrculation of commodities and injures the interests of trade," expressly un- dertook to discard bompletely these means of raising revenue..
