The influence of Yuan Shil-kai is plainly apparent in the recent edicts whichi pronounce the doom of the Manchus who have occupied the great oflices of Stato, and the nown that the National Assembly, which is representative of the whole of the provinces of the Em pire, endorsed tho appointment of Yuan as Premier certainly point ed significantly to some change in the situation, but it is very evident from this morning's newa of what is going on at Peking and the surrounding districts, and also at Nanking, that the ond of the struggle has not yet been reached. The latest news from Canton shows that the formal capitulation of the southern capital takes place to-day. With sedition so prevalent among the troops, and revolution spreading in the province, calling for the scattering of troops in many directions, the full of Canton was rendered inevitable, and it will be mattor for congratulation if the new regime is inaugurated in the pro- vince without bloodshed and with- out a greater disturbance of trade CO., than las already been incurred.
