Government has nol neglected the opportunities af forded by Kowloon for the relief of the congestion of the popula tion on the island. Kowloon [109: during the last ten years has

rapidly developed into an im portant Chinese residential and business city, which is growing up on a pre-arranged plan; but," even so, we can find duplicated there many of the evils which have given a bad name to the City of Victoria; and it is useless to disguise the fact that who over Chinese of the working clases live we alall never get the sanitary conditions of a Euro pean city until the people are educated to an appreciation of the elementary principles of hy- giene, and these they are very slow indeed to learn. To have the City of Victoria remodelled ou something like Garden City lines is a beautiful, but, we fear, an impracticable aspiration. There is, however, plenty of room on the other side of the harbour for new cities, and in this connec tion we may add that there is every probability that at no re- mote period a Garden City will be created there for Europeans below what wo many call the Peak level," who are yearly finding in- creasing difficulty in securing house accommodation on the island of Hongkong
