with koon interest to your report | of the Chairman's speech at the Union Castle Company's meeting, Some of the questions particular- ly affect the South-African ship ping trade, the future of whirl may be said to be enveloped in a certain laze owing to the revolu tionary proposals contained in the Union Government's Post Offico Bill, but Mr. Tyrroll Ciles wascare- ful not to arouse bad fooling, and confined himself to one argument bearing on the prosent situation in which, judging from the pro- ceedings at a recent meeting of the Board of Trade, he has all the shipowners of the country at his back. The need for the argument is patent from the fact that tho question of shipping laws is one
of the most far-reaching problem8

The proposition was that there isnu absoluto neces- sity for uniform legislation in respoct to Britishi shipping, and that such legislation should omanate from one source alono- the Imperial Government.

agreement was then roached that PEAK TRAMWAYS 00.. the Imperial Law must obtain for Overson shipping when there is a difference between the law con- mon to the whole Empireund that of the Dominions, butthat ships re- gistered within the Dominions and engaged in consting_trado should be bound by the law of those countries. The sense of this de- cision must be clear to every lay- man, and yet there is a feeling that the Commonwealth Govern- ment, in its monsure of last year, and the New Zealand Govern. ment, in a proposal to ponalize vessels carrying Lascar crows, have not quite been abiding by the spirit of that agreement.

The attack which the Union 8.00a.m. to 10.30 am, every 15 min. Government hus løvolled against | 10.30 a.m. to 11.00 km. the Conforonco system is np. parently not directly affected by the doliberations, because the Union Government is perfectly entitled, no doubt, to grant its innil contract to what British line it chooses; but surely a question in which the Imperial Govern- mont is so closely concerned might well have been deferred until an opportunity occurred of discussing the problems with the representativca of that Govern- By mont, who have takon' pains to make themselves acquainted with the best opinion in this country on shipping subjects.
Undesirables in Canada. The vigilance of the Canadian immigration authorities in pre- venting the entry of undesirables into Canada from the. United
States is seen in the recent dis- covery and the prompt suppies- sion of organised attempts made on the frontier in British Colum- bia for the "railronding" of un- dosirable foreign immigrants into that part of Canada. In one fort- night 150 such persons were arrested and taken before magis trates and finod amounts varying from £2 to £10 each and then ordered to be deported. Two of the alleged ring-leaders who are stated to have charged from 103. to £1 for each man piloted neross the border have been committed to gool in Now Westminster, and 200 other persons were turn- od back at the frontier without further poanity. The intending immigranta werechiefly Russians, Armenians, Greeks and Italians.
