At the present time we think it may be said that the administra- tion of no Colony in the world is" subjected to as much hostile. criticism as that of the French in Indo-Chins, and the criticism, be it observed, is almost exclusively French. To France, saya a writer in an English review, "Indo-China seems to be growing almost us serious a question ps India is to Great Britain, and many articles on the subject havo sppeared in French reviews during the last months." Moreover, those who had been associated with him in political work were aware that ho possessed administrative ability of a very high order and united: in his person those qualities of Lact and firmness which the very difficult, not to say dangerous, situation demanded.
