The Discipline Problem.

Nobody protends that dis cipline on British ships is what it should be. Equally, thero is ugrooment that the absence of penalties is an incentivo to the foose behaviour of seamon. The Board of Trado recognises this, for from an articlo which is given elsewhore it appears that the department has agreed to the in- fliction of a fine of 5s. for the

offence of absonco without leave. SUMMER WASHING Such a fine is loviable only where the offence luis not boen otherwise doalt with by law. This, of course, is right and proper. No- body wants to seo Jack punishest twice over. Indeed, most ship owners would be quite satisfied if a standard were attained whereby a seaman could be pun- ished once for one offouce. The difficulty is to get up to this de- sirable minimum. Wo are not sure that the Board of Tradò bus even renched it now. If a penal- ty is to be effective it must havo some relation to the character and consequences of the allonce. More than dut, a trifling penalty leads to the impression that the offence itself is trivial." Ship ping Gazotto,"
