National Service

The failure of tho Territorial: Forco to raise the numbork re quired by the Territorial and Rosorvo Forces Act, 1907, has prompted the framing of a Bill to inako up the deficiency by: means of the various Militia Ballot Acte which still find a place in the Statute Book. The Bill has been presented to Parliament by Sir Samuel Scott, who is sup portoil by Mr. Ashley, Viscount Castlereagh, Viscount Helmsley, and Mr. Stanley, and in the in-. terests of national defence it is hoped it will receive support. It doos not, it is true, seek immedinte- ly to establish the principle either of universal service or universal military training. Its purpose is to consolidate and apply to the l'orritorial Forces, with such uodifications as may scom neces-

sary, the provisions of the existing Militia Ballot Acts, so that any deficiency in numbars may bo mado good by menus of the ballot. The Duty of Able-Bodled Men' It establishes the principle, howover, that it is the duty of ovory able-bodied map, with cor- sain exceptions, to take his part in the defouce of his country, and it secures the Territorial.
