In view of the pronounced feal- ing of unrest which has of lato boou displayed in Kwangtung, His Excellency the Viceroy recent- ly appointed one Kong Hung-yan- to the important task of endea vouring to pacify the people in the interior of the Province. Before taking over tho scale of offico, however, he ventured to send in to the Viceroy a lengthy despatchsoling forth his own opinions and con- victions in regard to the prosent conditions of feeling in the Pro- viner. We do not propose to translate those views in extenso- indeed, they have not all been published yet; but as far as they have been disclosed the opinions seem to us to be sound and sano, and there is a worthy bolduess CO on the part of the writer who dares at this stage to lift up his voice and point his finger at wlant... he considers the weaknesses and the blemishes of existing official rulo.
