ENGLISH SUBMARINES. Commenting on the voyage of throo British submarines from England to this part of the world, the "Globo" says: Tho passe has been nothing short of a triumph of navigation, upon which those 981] belonging to the submarines desorve to be heartily congratu- later. A mood of praise is also due to the officers. and ships' companies of the towing and escorting cruisors for their sharo in the success of the longest voyage over accomplished by sub- marines. Their arrival in the Far East hus demonstrated that! with reasonably favourable, wos». thor and woll-liandled vessols, sc- companied by good "motharing" ships, it is possible for a flotilla of submarines to be sent to any part of the globo where the Whito Ensign is flown.

SAILORS' VOTES.

A Bill has at last been brought forward under the care of Sir G. Doughty, to enable seafaring mon, including officers and men of the Royal Navy and the Royal Marines, officers and scamon of the merchant service, fishermen and pilots, engineers and ongine- mon or any other personsemployed or engaged on board any ship, who are likely to be absent at sea on polling day, to vote at Parlia mentary elections. This is ac complished by extending the period that may intervene be- tweon the day on which candidates aro nominated and the day fixed for the poll, and by allowing sen- faring men to voto by ballot, with some necessary modifications in proceduro, on any one of theso intorvoning days.

NAVIGATION LAW. According to a wire - from Tokio, a potition has been mado by Chinose shipowners to

the Japanese Government to re- quast the Russian Government

to postpone till next your the enforcement of the now navigation law. By enforcing this law the Russian Government will provent foreign ships from participating in the coasting trade of North China and the Russian portion of Saghalien. In the event of their potition not being accepted, the Chinese, shipowners have agreed to take'a common course against the Russians and have determined nover to sell their stoomers to any Russian agent.
