THE OPIUM AGREEMENT.

It will be agreed, wu think, that on the whole the Agreement is one that will command general approval. As far as possible a middle course seems to have been steered, so that, generally speak- ing, obligations are not expected of one side without a correspond- ing requirement being looked for f om the other party. Totul prohibition within a measurable. tio is undoubtedly the policy which finds favour in both coun-" tries, and we are pleased to note that unless circumstances' vory much chango, thỏ ten-your period is to be still, observed; for, us was pointed out last year in the House of Commons during the discus- sion on the Turinu Budget,”ony shortening of that period would leal to serious finunciul and ads: ministrative questions and placo:? an excessivo strain on the finances of India, the temper of the opium cultivators, the taxpayers, both in British Provinces and in nativo States, and in the relations of the Indian Government with those of the mutivo Statos. So, far China has shown amplo proof of her un- doubted earnestness in the anti-.

SENTIMENTAL CONSIDERA-

TIONS.

The most unsatisfactory footuro of the now Agreement, it seems to us, is the consent given by Great..... Britain to a consolidated import tux of Ths. 350 on each chest of [opium imported. Under the Chefoo Convention the tax on opium amounted to, Tls, 110 per chest, find our readers ure familiar with the altempts which have. been made in the neighbouring provinces during the past twelve months to add to this taxation after the opin passed through the Customs. In 1909, this colony contribut od $1,228,441. Since then the. liquors tax has been imposed und other sources of revenue have been tapped in order to substitute the loss sustained through the ubolition of opium; and the amount of military contribution, witliout return in the form of an increase of the garrison, has risen to $1,342,777 (estimated) in the case of present year. The Hongkong perlinpa more than that of any other colony calls loudly for adjustment. We

note, not without some dis appointment, that His Majesty's Government does not, at the prosent time, propose to appoint, na suggested by Colonel Tate, committes of experts to determine the respective interests and fair share of the Eastern Crown Colonies; but we do hope and trust, when the Imperial Con- ference meets to discuss the broad question of Imperial uency in its relation to the interests of the self-governing Dominions, that thesmaner. Crown Colonies and their- grievance will not be overlooked.
