ARBITRATION HOPES.. The idea of permanent ponce between the two great English- speaking races has appealed to. the best instinctsof humanity both in Old England and in the New World. It hus stirred the minds of mon and is,, we venture to as- sort, nearer actual realisation to- day than ever it has been before. That interest in the grand and- inspiring movement is not dying out, but, on the contrary, is every day gaining fresh force, was proved by Boutor's brief tole- graphic message of Saturday, which stated that at a great and ropresentative gathering in the Guildhall, London, a resolution was passed favouring the conclu- sion of an Arbitration Treaty be- tween the two countries, a re- solution which could find such general favour that it could bo moved by Mr. Asquith and ne- conded by his foremost political opponent, Mr. Balfour. Of Britain's view on the question, therefore, there can be no shadow of doubt, while the declarations of Mr. Taft and other of his countrymen make it equally eloar that the trend of feeling in the United States is in precisely the same direction. Indeed, the "New York Herald," which can scarcely be described as a Pro- British journal, declares that it is ovident that the provailing senti- ment favours what would practi- cally be a pact for poace between England and the United States.

There was'in the speech of The Chancellor the suggestion that a treaty of arbitration of the nature proposed bolwoon Great Britain and the United Statos would be construed by Germany in the light of an offensive and defensive allianco. We can see no reason why it should be so construed, and it is notoworthy that in spite of this intimation the proposed treaty is being advocated by the leading statesmen of Groat Britain, though there certainly is no im portant body of sontimont yet, on the American sido at any rate, in favour of an offensive and defon- sivo allianco. But wo are surely drifting either towards the time when the nations of the world will be ranged in two groupa for the final tug-of-war, or towards that Federation of the World poots dream of "when the ⚫ common-sense of most shall hold
