The blunt dismissal of the Ger man Chancellor in his spocal yesterday of disarmament and arbitration possibilities is recoivod by tho-British press as only what was to be, ox- pected. This is the view of tho Journals of both parties.

In general the Liberal papers" regard it to quote the words of the "Daily Chroniclo,' "as a cold blast of winter over a vornal landscape." They welcome Dr. von Bethmann Hollwog's acquios conce in the proposed discussion by Grout Britain and Gormany of their respective shipbuilding pro gramines us a stop in the right direction.

The Westminster Gazette." suggests that it would bo a further profitable stop to bring about consultation between the finance ministers of the two countries.

The Gornisn press, with the exception of tha Radical and Socialist organs, hails the Chan collor's speech enthusiastically an a polite but unmistakable and final cold douche to the peace fanatics sponsorokong. "Tho Socialist journal Vor whorts," declares that war on disarmament is a brazon defianco of the German proletariat.

CHINESE PRODUCE BROKERS.

NEW EXCHANGE ESTAB LISHED IN SINGAPORE.

The Chinese produce brokers in Singapore, have, after all, fore- stalled the European merchants in the establishment of an ex- change.

Promises have been secured at No. 4 Change Alley, and a pleasant little function was held there last wook to celebrate the inauguration of the exchange. A number of Europonu mer.. clants wero prosent at the coro- mony besides a large number of members.

Mr. Tan Chong Toe, in declar ing the exchange open, said that hitherto Chinese produce dealers had had to content themselves overy morning with meeting and consulting each other in the five- foot waya and the by-lanes of the business quarter of the town. He was glad to think that all that was a thing of the past and that they had at last found a house which they could call their own, where business could be transnot

ed at all hours of the day without discomfort. Although for the present the main use of that room was to afford decent accommo dation to thoso ongaged in tho produce business, for consultation purposes and for comparing notes, he hoped that, in time to come it would lead to boiter and still more useful things. The hearty thanks of the inpmbers of the Exeliange were due to Mr. Ker, of Bfessrs. Paterson Simons · and Co., for the great trouble he had taken in bringing the Ex- change into existence. On their behalf he had the pleasure to pres sont Mr. Ker with a silver bisquit box in takon of their sateem, and to wish him a very pleasant. voyage to Europe on a well-earn- ed holiday
