Both the writer of the comment and Sir Hiram Maxim apparently write in ignorance of the fact that the law set in motion by the Ordorin Council is na applicable to the missionary as to the nthoist. Jackson was prose- cuted for insulting the Christian religion, but the Order in Council intentionally makes no distine- tion wintóvor as to religion; it was intended to provide for the safety of all, and Sir Havilland de Sonsmarez, in the course of the judgment he gave in the case, re- marked that though there had been no prosecutions under it of missionarios, he know that there lind been many cases in which it had boon brought to the know- ledge of missionarios, who, with too much zeal, had sought to urge their -propaganda in an illegal way.
