THE PANAMA CANAL, It is interesting to note that an Association has been formed in Japan for the purpose of consider ing how the opening of the Panama Canal is likely to affect Japan, not so much" from the diplomatic as the commercial and advocate such measures as may be deened necessary to meet the ohanges which are anticipated. The official opening of the Canal has boon sot for January 1st, 1915, but tlio works aro stated to be fully one year ahead of that dato, and it may be presumed that the Canalıs will be opened at the earliest possi- ble-momentIt is characteristic of the people of Japan that they are taking time by the forelook; and mean to sot their house in order for the changes which will inovitably be brought about. The Association we liave-mon- tioned has been organised in Tokyo by members of the House of Representatives, and it will indicate the interest taken in the subicct when we mention – that about fifty persons were present at the meeting called to discuss the desirability of forming tho Association. From the strategio point of view, it must be recog nised, no less by Japan than by the United States, that the open- ing of the Panama Canal- will weaken considerably the Japanese position in the Pacific, and it would be futile for Japan to expect to maintain her predo minuneo in those waters..
