REASONS FOR HIS

DECADENCE.

Sir Walter Runcimao, Bart, was elected president of the Chamber of Shipping of the United Kingdom at the annual meeting, hold at Cannon-stroot Hotel, London.

Of course, it was nothing) of the sort, but the truth did not readily seize the modern imagina- tion.

It was ludicrous to imagine that sonmen could not be trained on stormers to do the specific work of steamors, and those who had had long yours of successful ex- perience of this mode of creating modern samen would vigorously nd vocato it as the best and wisost mathod of keeping up the supply of mon imbued with robust elli- ciency. The flippant and alto- gether unsound reason given by some of the ownors who word opposed to carrying apprentices was that they lind trouble with them in various ways, and the answor to that.was: Do not be too oasily troublod.

Was it not worth the troublo ta know that they were using the means at their disposal for the purpose of rearing a race of healthy, woll-disciplined, com- potent men for their own sorvice. Compulsion was always distusto- ful, but if they did not bestir themselves by tackling this matter voluntarily, the legislature would, some day see in it a national, dangor, and find some plan that might be disagreeabla to them of enforcing a recruiting and train- ing syston in their own way,

The shipping Federation was doing its best to populariso tho

system of apprentice- ship, and disinterested gentle-

giving unstinted thought, money, and time to encourage,the making of sailors. They were on the verge of a pos- sible shortage of men; indeed this contingency was inevitable if they continued to pursue a policy of insane defiance of an imperativo uty do the State and to the mer- cantile marino by refusing to train men for their own service whether on sail or steam.

In his opinion, in order to keep pace with the normal demand, evory British ship, sail or stom, should carry a full complement of boys, say, four in oach stoamer of from 2,000 to 5,000 tons doid- weight, and anything above that five or six.
