FAR EASTERN CRISIS. The: Japanese proposal was described as meaning "the ab- solute disregard of Chinese sov- ereignty in the Three Eastern Pro- vinces." It is obvious that it does. Against the supposition: that this is the subject of the protracted discussion at the Tokyo Foreign Office, may be cited tho agrooment whoroby Russia and Japan undertook "to recognise the independenco and the territo rial integrity of the Chinese Em- pire and engaged "to uphold and defend the maintenance of the status quo," &c., &c. But what reliance can the world placo on agreomonts of this character after what has happened in the case of Korea?, Wo do not think, however, that the Powers would bo so ready to acquiesce in the annexation of Manchuria as they have been in the case of. Koron for the exercise of Japanese sov- ereignty over the whole province of Manchuria, or even over, the southern half, involves the parti tioning of the whole Empire. As aChinese contemporary says, "the further development of the ques tion is' awaited with interest."

as the Sanitary Board this week on. a minute by the Medical Officer. of Health relating to the sale of skimmed condensed milk. It appears that largo, consignments of this non-nutritious article are being disposed of in the Chinoso market and used to a large extent by the poor and ignorant classeN in the "feeding" of infants. The decision of the Hoard to com- municate with the Government with a view to legislation. being devised to effectively control tho sale of condensed skimmed milk. is therefore a very proper one, it. being pointed out that the man- nor in which the tins were la-. bollad, in one caso at least, was very misleading.

The King's letter to the nation is to bo issued a month prior to the Coronation. A fac-simile will be sold, and the proceeds devoted to charity.

It is understood that Lord Crewe, Secretary of State for India, will accompany the King to Dellf for the Coronation Durbar. [020
