Under the category of civil affairs there is the local government system to be introduced during this period, that is, the first period of the third year of constitutional preparation, in the more flourishing cales and towns. A City Council is to be established at each of the cities and towns described in the above, antil even towns of misor importanca shall have their local councils. Szechuan provinco kas achieved tha best result in this matter and municipalition have been es ́ablished in over seventy of its “ cities and towns, and they will be established within this year in six y moto of the cities and towns. Next to Exechuan may be mentioned

Kiangat, Hupai, Shensi and Kuangsi, which hava all attained good requi:s la thin matter.

Szechuan provinco there are about one hundred end thirty-two Ting Chaw and Elsien, where Police forces have been organized, and in Heilungking the police force has been main- tained in mest places ahead of the prescribed time. As Kind bad begun to organiza polica forces at a comparatively earlier date, there ara 18,700 odd regular police constables. There are in addition some 20,600 policemen In res acıyo, The other provinces have not fully accomplished all that they should do, but they all raport that police will be crganized in nử the Ting, Chow and H isa at the end of this. year, or in the near future,
