JAPANESE ART IN LONDON,
London will be the 'poorer when the collac tion of Japanese pictures at the exhibition is sent back to Japan. The adventure of tree- passing into the Eat will no longer be possibia, 'and 'there will be no chance of having so lotimaste a glimpse of the surprising mind of another ci untry. It has been said of the great Japanese artists that their brush is so living a thing and so vital a part of themselves that if you were to cut it with a kalfs it would blend, An ambitious phrase, but you realise the weed for it when you look at these pleturës.
In the past three days they have been shown to a privileged few, by invitation of the Com missioner-General of the Japanese Government under better conditions then have been possible during the year. It has been the custom to exhibit only a small proportion at one time and to change them every fortnight, but the Oom missioner-General courteously arranged for the whole collection to be shown in three days, '10 that English artists and others might have nore congenial opportunity of studying the development of Japanese painting,

Dr. Willoy, answering a question as to the |‚vos of alcohol--and stout in particular, which was supposed to be nourishing for nursing mothers-expressed the opinion that the only advablage of such alcohol was that it might stimulate the appetita'ni wamen to tu, a more food. A NEW POINT OF VIEW. (oastebla makes you a geperons gift of a whole valley as it shimmere under the summer sun; Torder gives you Venice or whatever you may want; but the Japanese will give you ‡ nothing of Japa. They will offer themselves without stint, bat they will betray nothing of their country. Go to this exhibition of their pictures, and you will still know nothing of what Japan is like. You may see a stick of bamboo yery delicately sketched, or perhaps a pino tree, but they will tell you nothing a'sa The whole of England is in the Nations', Gallery; but to see Japin you must make a Voyage.
"A girl, bolding lanters, leading a beautifo, girl to a pleasure boat," Think how an English | artist would have, painted that. The sight would have been suggested by the fading river and the indistinct outline of the boat, the figures would have been faintly shown by the dim lan- |tern l'ght, and the whole scene would have been wipped in the warm ait of a summer Bight. But Kitagawa Utamaro will not con: seni to give you a mere copy of the scope. He will rarily it to so fun à pitch that nothing will ba-left except the two figures, and you mut; imagine the boat, the lantern, the river, and the night. The fares ara wonderfully does, but it is difficult for the European to avoid being alarmed by so starling a difference in a titude,
Mr Quinton, chief food and drag inspector Liverpro', drew attention to the dangers in the use of machine skimmed milk kep' in pin tins for several days and given to babies. He said it had been suggested that it be compul sorily labelled, " Not fit I. r babies,"
A GRAVE NATIONAL DANGER. Dorlag the morning sitting of the mani cipal section a resolution was passed declar. log that the congrese "is of opinion that the prevalling ignorance on question of par sonal and public health is a grava natior al dan ger, and that practical instruction on the sub- fect ought to be given in every school; end. they recommend the council of the instituts to arge the my laṛ upon the attention of educa- tlan authorities.".
Another reso atlas recommended the counci to call the attention of local authorities, rail- way and omnibus companies, and others to the prevalence of the spiulog habit and the danger resultie~ therefrom, and to urge them to take prompt and effectual steps for its suppression.
In the sanitary conference section a resolo. tion was passed in favor of losislation requiring avery person who cold, milk for human coa- sumption to hold a ficacre, which shon'd be subject to a cloas bill of health with respect to the condition of cowsbadi, mille d'ora, and all vessels connected with the trade and the healthiness of the cows, the license to be liable to cancellation in the event of the licenses falling to notify Infectious disease in bls family or among his employees or their families.
